Does money or ideology push foreign policy?

Came upon a couple of stories side by side today, that made me realy think... It is funny sometimes we dont like some countries like Cuba and we dont trade with them other times we dont like a country and show it by selling them a bunch of stuff: US angry over Saudi role in Iraq The US administration is deeply frustrated with Saudi Arabia over its role in Iraq, accusing the Saudis of trying to undermine the Baghdad government and failing to stem the flow of volunteers joining the insurgency, then in the next story: U.S. to sell advanced weapons to Saudi Arabia : The Bush administration has decided to supply billions of dollars in advanced new weapons to Saudi Arabia ... go figure




Unfortunatly money talked these days, I am not saying Cuba is good or that we should be talking to them, but it makes me wonder if they had oil or some kind of a strategic geo. location would our policy towards them be any different?
